That if within 10 years of the substantial completion of the building, the use of the building for agricultural purposes permanently ceases, and within a further 3 years, planning permission has not been granted for an alternative use, and there is no outstanding appeal, the building shall be dismantled, the materials shall be removed from the land and the land restored to its former condition before development took place, or to such a condition as shall otherwise have been agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with policy A1 of the adopted South Oxfordshire Local Plan.
