Conditions / Refusal Reasons
The proposal would be contrary to the provisions of Policy E8 of the adopted South Oxfordshire Local Plan which allows for the re-use of rural buildings subject to strict criteria. In this case, the proposal is not considered to constitute a conversion but would be tantamount to the erection of a new building because it involves changes of levels on the site to create accommodation on two floors for unit 1, new walls, replacement of the whole roof, new buildings for garaging and an extension to unit 2. The site is not within the built up limits of one of the settlements in the district where new dwellings will be allowed. As such, the proposal is contrary to Policies G2, H6 and E8 of the adopted South Oxfordshire Local Plan and there is insufficient justification to secure improvements to the character of the area to outweigh the harm of development of this scale.
That, having regard to the scale of the development proposed and the design details, the proposal would radically change the character of the site to one of a more suburban nature which would serve to erode the landscape setting and the rural quality of this part of the Chilterns Area of Outstanding Natural Beauty. The development is therefore contrary to Policies C2 and D6 of the adopted South Oxfordshire Local Plan 2011.
