That the development shall begin before within two years from the date of this approval for reserved matters.
Reason: To comply with conditions in the outline planning permission P02/W0848/O and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the approved plans listed in the letter dated 8 April 2011 by RPS, except as controlled or modified by conditions of this permission or conditions approved under Outline Permission P02/W0848/O.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Within 28 days of this permission a revised Landscape Strategy for the site shall be submitted for approval, as required by Condition 12 of Planning Permission P02/W0848/O. The strategy shall show public open space and identify woodland planting, structural and advance planting. The Landscape Strategy shall be approved prior to the submission of any reserved matters applications for development south of the Wantage Road.
Reason: To ensure that there are adequate areas of open space, planting and opportunities for biodiversity across the site and that the strategy remains up to date and compensates for any areas that are no longer proposed to be woodland / open space, in accordance with Policies DID1, G2, G6, D1, C6,and C9 of the South Oxfordshire Local Plan 2011.

P11/W0829/DISA detailed planting scheme for this site shall be incorporated within future reserved matters applications in accordance with Conditions 26, 27, 28, 29 and 30 of Planning Permission P02/W0848/O dated 18 July 2008 and shall be submitted and approved in writing by the Local Planning Authority prior to the submission of any reserved matters applications for development south of the Wantage Road.
Reason: To help to assimilate the development into its surroundings in accordance with Policies DID1,G2, G6, D1, C6, and C9 of the South Oxfordshire Local Plan 2011.
The haul road shall be removed and the land reinstated in accordance with details to be submitted in accordance with reserved matters applications to be submitted in accordance with Planning Permission P02/W0848/O dated 18 July 2008 and approved in writing by the Local Planning Authority prior to the submission of any reserved matters applications for development south of the Wantage Road.
Reason: To help to assimilate the development into its surroundings in accordance with Policies DID1 and D1 of the South Oxfordshire Local Plan 2011.
The archaeology mitigation shall be carried out in accordance with the agreed strategy and the submitted amendment.
Reason: To ensure that archaeology on the site is dealt with in accordance with PPS5, Policy CON13 and Condition 41 of Planning Permission P02/W0848/O.
The surface water drainage scheme for the site shall be implemented in accordance with the approved details, unless revised drainage details have been submitted to and approved in writing by the Local Planning Authority.
Reason: To ensure that there is suitable surface water drainage for the development in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011.
The foul drainage for the site shall accord with the approved foul water drainage strategy for the site.
Reason: To ensure that there is adequate foul water drainage for the site in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.
