Conditions / Refusal Reasons
The application site and its surroundings have a spacious and verdant semi-rural character and appearance. The proposed development, due to the siting, size, bulk and massing of the dwellings would result in a form of backland development that would fail to respect the established character and appearance of the site and the surrounding area. As such the proposal would be contrary to Policies G2, G6, D1, and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the National Planning Policy Framework, and the South Oxfordshire Design Guide 2008.
The proposed development, due to its siting, size, design, height, and bulk, would result in the loss of privacy to White Walls and would also have an unacceptably overbearing effect on White Walls and the rear gardens of the properties to the north, particularly 74 Elizabeth Road. The development would also cause additional noise and disturbance to adjoining properties, particularly 74, 76, 78, 80 Elizabeth Road, Willows, Windyridge, Dormers and White Walls due to an intensification of the residential use of the site and the existing access. Therefore, the proposal would be detrimental to the amenities of the occupiers of adjoining residential properties and would be contrary to Policies G2, G6, D4 and H4 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2008.
