The application site comprises a large agricultural building that is located within a relatively remote rural location. The local highway network serving the site consists of narrow rural roads without footways and with bends providing limited forward visibility. The proposed use would generate an increase in the use of the local highway network by commercial vehicles, which would be detrimental to the safety and convenience of users of the local highway network. As such the proposal would be contrary to Policies G2, G6, D1, E3, E5, E8, and T1 of the South Oxfordshire Local Plan 2011.
