Thus, the proposed door and window would be harmful to the special historical and architectural qualities of the listed building, contrary to the requirements of Policy CON3 of the South Oxfordshire Local Plan 2011 and advice contained in the South Oxfordshire Design Guide and the National Planning Policy Framework.
