Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC_001, BLO_001, CME_001 and CMP_001, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the appearance of the development and in accordance with Policies G2, G6, D1 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of Schedule 2 Part 1 Class A, B, D, E and F of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that Order with or without modification), no development other than that expressly authorised by this permission shall be carried out to the dwellings hereby approved without the prior written consent of the Local Planning Authority. Reason: To ensure that the occupiers of adjoining properties do not suffer any loss of residential amenity, and to ensure that the development would have a satisfactory external appearance in accordance with Policies G2, G6, D1, D4 and H4 of the adopted South Oxfordshire Local Plan 2011.

The development hereby permitted shall be designed and constructed with the sustainable measures as set out in the application and these measures shall be in place prior to the first occupation of the development and thereafter retained as such. Reason: To ensure sustainable development in accordance with Policies G2, D8 and H4 of the South Oxfordshire Local Plan 2011.

The waste storage and collection facilities shown on the approved plan CMP/001 shall be implemented and retained as agreed. Reason: To ensure adequate provision for the management of waste in accordance with Policies G2, D10 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the parking and manoeuvring areas shall be provided in accordance with the approved plan CMP/001 and thereafter shall be retained unobstructed except for the parking of domestic vehicles. Reason: To comply with the Local Planning Authority's vehicle parking standards and to ensure that the development would not be prejudicial to highway or pedestrian safety in accordance with Policies G2, D2, H4, T1 and T2 of the South Oxfordshire Local Plan 2011.

The cycle parking facilities shown on the approved plan CMP/001 shall be implemented and retained as agreed. Reason: To encourage the use of cycles as a means of transport in accordance with Policies G2, D2, H4, T1 and T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the first occupation of the development hereby permitted. The scheme shall be implemented as approved within the first planting season of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G6, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.
