That, having regard to its excessive size, scale and inappropriate flat roofed design, the proposed dormer window would be an unduly dominant, overly bulky and incongruous feature on the rear elevation of the property. As such, the dormer window would detract from the character of the building and the area. Furthermore, the hip to gable extension to the original roof is an inappropriate and incongruous feature that would unbalance the symmetry with the attached No.17 Cromwell Road, to the detriment of the character of the building and area. Therefore, the proposal is contrary to the provisions of the South Oxfordshire Local Plan 2011, in particular Policies G2, G6, D1 and H13.
