The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 276/6 P1A, 276/6 P2A, 276/6 P3C, 276/6 P4, 276/6 P5, 276/6 P6, 276/6 P7A, 276/6 P8B, 276/6 P9A, 276/6 P10A, 276/6 S1, 276/6 S2A and 276/6 P11, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P12/S2255/DIS

Prior to the commencement of development detailed plans showing the existing and proposed ground levels of the site relative to a fixed datum point on adjoining land outside the college site, together with the slab levels and ridge heights of the proposed buildings, shall be submitted to, and approved in writing by the Local Planning Authority. Reason: To ensure that the development properly relates to the levels of adjoining development in the interests of amenity and in accordance with Policies G2, G4, G6, D1 and E9 of the South Oxfordshire Local Plan 2011. Prior to the commencement of development, samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the local planning authority. Reason: To ensure that the details of the development are satisfactory and in accordance with Policies G2, G4, G6, D1 and E9 of the South Oxfordshire Local Plan 2011. No development shall take place until written approval has been given by the local planning authority to a sample panel of all external walling materials to be used in the development. The sample panel shall be erected on the site of the development and retained until development is completed, and the panel shall thereafter be removed from the site. Reason: To ensure that the details of the development are satisfactory and in accordance with Policies G2, G4, G6, D1 and E9 of the South Oxfordshire Local Plan 2011. That a scheme for the landscaping of the site, including the planting of live trees and shrubs to replace those to be removed to accommodate the development, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings and in accordance with Policies G2, G4, G6, C9, D1 and E9 of the South Oxfordshire Local Plan 2011.

That the development shall be implemented in full accordance with the tree protection measures contained within the Goodwood Tree Care Ltd Arboricultural report dated 10 December 2011 that accompanies the application. The protective measures included in the report shall be maintained for the entire duration of the development. Any variation will require the prior written agreement of the Local Planning Authority. Reason: To safeguard trees which are visually important in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

The accommodation hereby approved shall only be occupied for staff and pupils of Shiplake College as specified on the plans hereby approved and shall not be occupied or let as independent accommodation. Reason: As the separate occupation of the accommodation would represent an undesirable use of the building contrary to Policies G2, G3, G6, H6 and E9 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied until surface water drainage works, demonstrating the use of Sustainable Urban Drainage techniques, have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The measures set out in BREEAM 2011 Pre-assessment estimator dated 17 January 2012, which accompanied the application, in respect of sustainable building and to achieve BREEAM Excellent standard, shall be implemented in accordance with the statement prior to the first occupation of the resources centre, unless as may otherwise be agreed in writing by the Local Planning Authority. Reason: To ensure sustainable development in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.
