The site lies within the Moreton Conservation Area and adjacent to several listed buildings. The proposed development, due to its prominent siting and its excessive size and inappropriate details of design, would result in a cramped, prominent and inappropriate form of development that would detract from the character and appearance of the Conservation Area and from the setting of adjoining listed buildings. As such, the development would be contrary to Policies G2, G6, CON7, CON5, D1 and H13 of the South Oxfordshire Local Plan 2011 and to advice set out in the South Oxfordshire Design Guide.
