That, having regard to its excessive bulk, size, depth and awkward relationship with the original building, the proposed extension would be an overly dominant and disproportionate addition that would be materially harmful to the character of the dwelling and would also fail to preserve or enhance the character of the St Mark's Road Conservation Area. As such, the proposal is contrary to the provisions of the South Oxfordshire Local Plan, in particular Policies G2, G6, CON7, D1 and H13, and advice contained in the South Oxfordshire Design Guide and PPS5.
