The proposed replacement dwelling would have a materially greater impact on its surroundings than the existing bungalow. Its volume would be significantly greater than 10% of the existing dwelling and the lack of separation between existing dwellings would result in a cramped appearance, prominent in the street scene, particularly in views from the west, thereby detracting from the character and appearance of the locality within the Chilterns AONB. Furthermore, the design of the dwelling would have an excessive depth and a non-traditional shallow roof pitch and the removal of front boundaries would create a frontage dominated by parking. As such, the proposed development would be contrary to Policies G2, G6, C2, C4, D1, D2 and H12 of the South Oxfordshire Local Plan 2011 and advice contained within Sections 3 and 5 of the South Oxfordshire Design Guide 2008 and PPS1, PPS3 and PPS7.
The proposed replacement dwelling, by reason of its size and position would have a poor relationship with adjoining residential properties, resulting in loss of sunlight, daylight and outlook to various habitable rooms belonging to No's 1 & 2 Allwrights Cottages and Hillside, detracting from the living conditions of the occupiers. The layout would also give rise to a perception of overlooking of the rear garden of the proposed dwelling from the rear windows of Hillside, resulting in a loss of privacy to the future occupiers. As such, the proposed development would be contrary to Policies G2, D3, D4 and H12 of the South Oxfordshire Local Plan 2011 and advice contained within Section 3 of the South Oxfordshire Design Guide 2008 and PPS1 and PPS3.
