That, having regard to its backland location and its current use and appearance as a ancillary outbuilding, the conversion of the garage into a separate dwelling would result in a contrived arrangement that would go against the grain of development of this part of St Mark's Road, which is predominantly two-storey detached dwellings set on a consistent building line. As such, the proposal would be out of character with the area and therefore contrary to the provisions of the South Oxfordshire Local Plan 2011, in particular Policies G2, G6, D1 and H4 and advice contained within government guidance in PPS1 and PPS3
