Conditions / Refusal Reasons
The proposal is contrary to Policies G1, G2, H6 and H12 of the South Oxfordshire Local Plan 2011 and to Government guidance set out in PPS1, PPS3 and PPS7. The site lies within Bix, a small settlement without a range of services and facilities, which is an unsustainable location where new housing would not normally be permitted. Furthermore, there are no other material planning considerations of sufficient weight to override the presumption against new residential development.

The proposal is contrary to Policies G2, G4, G6, C2, C4, D1, H6 and H12 of the South Oxfordshire Local Plan 2011 and to Government guidance set out in PPS1, PPS3 and PPS7. The proposal to retain a second dwelling on the site represents an undesirable consolidation and an unsatisfactory form of development that neither conserves nor enhances the natural beauty of the Chilterns Area of Outstanding Natural Beauty landscape.
