The application site is located in the countryside where new dwellings are strictly controlled having regard to Policy H6 of the South Oxfordshire Local Plan 2011 (SOLP). Insufficient justification has been provided in relation to the functional requirement for a new dwelling at the site and the financial viability of the enterprise to justify a new dwelling having regard to guidance contained within Annex A of PPS7: Sustainable Development in Rural Areas. At the present time there are no other established material considerations of sufficient weight to override the provisions of the development plan in relation to the proposal, and as such the development also fails to accord with Policies G1, G3, G4, G6 and H6 of the SOLP, and guidance contained within PPS1; Delivering Sustainable Development, PPS3: Housing and PPS7.
