Demolition of detached garage and erection of detached two storey 4-bedroom dwelling incorporating integral garage. Demolition of rear lean-to and erection of two storey side extension incorporating integral garage and single storey rear extension and front and side canopy to existing dwelling. Alterations to driveway to serve both dwellings.
Conditions / Refusal Reasons
The size, bulk and massing of the proposed dwelling would lead to a cramped form of development in a prominent location. This impact would also be exacerbated by the proposed extensions to the existing dwelling. As such, the development would detract from the sylvan character of the locality and the setting of this part of the settlement adjacent to the Chilterns AONB. The visual impact would be exacerbated by the potential removal of boundary vegetation as insufficient information has been submitted to demonstrate that the boundary vegetation can be successfully retained. The proposed development would therefore be contrary to South Oxfordshire Local Plan 2011 Policies G2, G6, C2, C4, C9, D1, D2, H4 and H5 and advice contained within Sections 3 and 5 of the South Oxfordshire Design Guide 2008 and PPS1 and PPS3.
The proposed dwelling would have a poor relationship with the existing dwelling, leading to loss of morning sunlight, daylight and outlook to the rear facing habitable rooms and garden of Hilchoice. The proposed side extension to the existing dwelling would also result in substandard levels of daylight and outlook to the front facing habitable rooms of the proposed dwelling. This would detract from the living conditions of the future occupiers of both dwellings. In addition, the size, bulk and massing of the proposed dwelling combined with its position to the rear of and proximity to the boundary with No.33 Stoke Row Road would result in an overbearing and oppressive impact upon the outlook from part of the rear garden of this adjoining residential property and would detract from the living conditions of the adjacent occupiers. As such, the proposed development would be contrary to the South Oxfordshire Local Plan 2011 Policies G2, D4, H4 and H5 and advice contained within PPS1 and PPS3.
