Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LOC01, SDC01, DAS01, BLO01 and 0604-01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the external finish of the approved lighting column and luminaire covers shall be of the same colour, type and texture as those used on the existing coluns/light covers. Reason: To ensure that the details of the development are satisfactory in accordance with Policies G2, G6, C1, C4 and D1 of the South Oxfordshire Local Plan 2011.

The lighting shall be installed so the main beam angle is directed down or otherwise away from any adjacent properties windows or residential gardens and the light sources (bulbs and reflectors) shall not be visible from any adjacent properties. The luminaire's front glazing shall be kept as near to parallel to the ground surface as possible (facing downwards), and shall not exceed 20 degrees from the horizontal. This scheme shall also ensure that light trespass into the windows of any light sensitive premises shall not have a Vertical Iluminance greater than 5 Lux (in accordance with the Institution of Lighting Engineers Guidance Notes for the Reduction of Obtrusive Light GN01). Reason: To protect the appearance of the area, the environment and wildlife and local residents from light pollution in accordance with Policies G2 and EP3 of the South Oxfordshire Local Plan 2011.

This lighting hereby approved shall not be operated between the hours of 9:30PM and 9:00AM on any day, in accordance with the restrictions on the existing floodlighting including the existing automatic cut-out system. Reason: To protect the appearance of the area, the environment and wildlife and local residents from light pollution in accordance with Policies G2 and EP3 of the South Oxfordshire Local Plan 2011.
