The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, DAS01, CPP17284-03C, 04C, LOC01, 03E, 01F, 704-1, 02.G, COND-1 and Contractors Access 01, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The slab and ridge levels of the development shall be implemented in accordance with the details shown on plan 1951/03/E. Reason: To ensure that the development properly relates to the levels of adjoining development in the interests of amenity and in accordance with Policies G2, G6, D1 and H4 of the South Oxfordshire Local Plan 2011.

The exterior of the development hereby permitted shall be constructed in Michelmersh Handmade Red Multi bricks and Imerys Val de Seine weathered roof tiles and white upvc window frames, unless otherwise agreed in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policies G2, G6, D1 and H4 of the South Oxfordshire Local Plan 2011.

The first floor windows in the north and south elevations of the dwelling hereby permitted shall be glazed in obscure glass and fixed shut where the cill height would be less than 1.7 metres above the internal floor height of the rooms that they serve. Notwithstanding the details shown on plans 1951/01F and 1951/02G, all of the proposed rooflights shall have a cill height no lower than 1.7 metres above the internal floor height of the rooms that they serve. These shall be implemented prior to the first occupation of the accommodation and shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with G2, G6, C9, D1, D4 and H4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order), no development as specified in Schedule 2, Part 1, Classes A, B, C, E and F shall be undertaken without the prior written permission of the Local Planning Authority. Reason: The specific circumstances of this site warrant the Local Planning Authority having control over further development as specified in the condition in the interests of the character and appearance of the surrounding area, including protected trees and the residential amenity of adjoining occupiers and in accordance with Policies G2, G6, C9, D1, D4 and H4 of the South Oxfordshire Local Plan 2011.

The measures set out in the Sustainable Homes Report, which accompanied the application, in respect of sustainable building, shall be implemented in accordance with the report prior to the first occupation of any unit, unless as may otherwise be agreed in writing by the Local Planning Authority. Reason: To ensure sustainable development in accordance with Policies G2, D8 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development hereby approved, the details of refuse and recycling storage for the proposed dwelling as shown on plan 1951/03E shall be implemented in strict accordance with the approved details and retained thereafter. Reason: to ensure adequate provision for the management of waste in accordance with Policies G2, D10 and H4 of the South Oxfordshire Local Plan 2011.

The means of vehicular and pedestrian access to the dwelling hereby approved shall be from Peppard Lane only. Reason: In the interests of convenience of vehicular movements and to prevent disturbance to adjoining residential occupiers in accordance with Policies G2, EP2, D2 and H4 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plans 1951/03E and 1951/04C and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policies G2, D2, H4, T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

All construction traffic serving the development shall enter and leave the site through Peppard Lane in connection with the agreed construction method statement and plans 1951/COND1 and Contractors Access 01, which shall retained for the duration of development. Reason: In the interest of highway safety, to prevent disturbance to adjoining residential occupiers and to safeguard protected trees and in accordance with Policies G2, C9, D2, H4 and T1 of the South Oxfordshire Local Plan 2011.

The landscaping of the site shall be implemented within the first planting season of commencement of works in accordance with plan 1951/COND1 and Contractors Access 01. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G6, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

Tree protection measures shall be implemented prior to the commencement of any on site works and retained for the duration of development in accordance with the details set out in the Arboricultural Method Statement and Tree Protection Plan CPP17284-03C by ACD dated submitted with the application. Reason: To safeguard trees which are visually important in accordance with Policies G2, G6, C9, D1 and H4 of the South Oxfordshire Local Plan 2011.

The existing hedge along the southern boundary of the land shall be retained and properly maintained at a height of not less than 2.5 metres and any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, C9 and D1 of the SouthOxfordshire Local Plan 2011.
