The proposal to fit lighting to the transoms of the windows of the building would result in an inappropriate and garish addition to the building which would detract from the historic character of this Grade 11 listed building and from its appearance in the street scene. As such the proposals would be contrary to Policies CON3 and CON8 of the South Oxfordshire Local Plan 2011, to advice set out in the South Oxfordshire Traditional Shopfront Design Guide and to advice contained in PPS5 Planning for the Historic Environment.
