The partially retrospective proposal does not accord with the aims of the development plan. The prominent new access, timber gates and internal track-ways harm the character and appearance of the rural settlement of Bix by extending built development beyond its current limits into open countryside on the south side of Old Bix Road. The prominent development is out of keeping with the rural character of the surrounding countryside, and harms the landscape character of the area in that it has a suburbanising impact on previously unspoilt countryside at a sensitive location at the far extent of the existing line of ribbon development. The development is harmful to the natural beauty and distinctiveness of area at this location which is afforded special protection as it lies within the Chilterns Area of Outstanding Natural Beauty. The (retrospective) development is contrary to policies G2, G4, G6, C2, C4 and R10 of the South Oxfordshire Lcoal Plan 2011.
