The proposed development would, due to the siting, design, height, scale and bulk of the proposed dwelling, be materially greater in volume than the existing dwelling and would have a substantially greater impact on the rural character and appearance of the site and surrounding area.  The proposal would also fail to conserve the special landscape qualities of the Chilterns Area of Outstanding Natural Beauty.  As such the proposal would be contrary to Policies G2, G4, G6, C1, C2, D1, and H12 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS1, PPS3 and PPS7.
