That, having regard to the inappropriate proposals for the redevelopment of the site, the demolition of the existing important boundary wall, which played a positive role in the street scene, has caused material harm to the character and appearance of the St Mark's Road Conservation Area, which is the subject of an Article 4(2) Direction. Therefore, the works do not comply with the requirements of Policies G2, G6, CON6 and D1 of the South Oxfordshire Local Plan 2011, with the principles of the Article 4(2) Direction and advice contained in the South Oxfordshire Design Guide.
