That, having regard to the partial loss of the boundary wall and the formation of an off road parking space to the frontage of the property, the proposal represents an inappropriate form of development that would detract from the character and appearance of 10 St Mark's Road. Furthermore, it would detract from the character and appearance of the street scene and the St Mark's Road Conservation Area, which is the subject of an Article 4(2) Direction. Therefore, the development does not comply with the requirements of Policies G2, G6, CON7, D1 and H13 of the South Oxfordshire Local Plan 2011, with the principles of the Article 4(2) Direction and advice contained in the South Oxfordshire Design Guide.
