The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P15/S0805/DIS

Prior to the commencement of the development hereby approved, cross sections shall be provided through the site at every 25m. The vertical and horizontal scales shall be at a scale of not less than 1:500, and the existing and proposed landform profiles shall be shown. At every 10m chainage intervals along each section, the numerical value of the existing and proposed levels and their difference shall be shown. The proposed landform will in part be an expression of the bulking factor relating to the excavated soils, and this shall be stated. Thereafter the development shall be carried out in accordance with the approved details and no further ground remodelling, earth moving, works, change of any ground levels or tipping shall take place in any part of the site without the express planning permission first being obtained on an application duly made to the Local Planning Authority in that respect. Reason: In the interests of the visual appearance of the development in accordance with Policies G2, G6, C1, D1, and R5 of the South Oxfordshire Local Plan 2011. That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved prior to the first use of the golf course hereby approved, and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies G2, G4, G6, C1, D1, and R5 of the South Oxfordshire Local Plan 2011. Prior to the commencement of any site works a protected area shall be designated for all existing trees which are shown to be retained, and the trees and hedges shall be protected in accordance with the current edition of BS 5837: "Trees in relation to design, demolition and construction" and the details contained within the Arboricultural Survey report dated February 2012. The agreed measures shall be kept in place during the entire course of development. Reason: To safeguard trees which are visually important in accordance with Policies G2, G4, G6, C1, C9, D1, and R10 of the South Oxfordshire Local Plan 2011. Related application(s): P15/S0805/DIS

The development hereby permitted shall be implemented in accordance with the Ecological Mitigation and Management Plan dated February 2012 in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist providing evidence to demonstrate that the mitigation has been completed according to the method approved in the report. Reason: To protect the important species on the site, in accordance with Policy C8 of the SOuth Oxfordshire Local Plan 2011. Related application(s): P15/S0805/DIS

Full details of the waste that is intended to be incorporated into the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby approved. This shall include the remediation processes proposed, such as the removal of any timber, metal, plastic, plasterboard and other materials and particulars of how the waste shall be screened. The remaining waste shall be reduced to a minimum 50mm ring size and the whole shall be buried 750mm below the proposed finished ground level. The volume of waste material shall be calculated and the locations of its proposed deposition identified clearly. Reason: To ensure that risks from land contamination to future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011. There shall be no external lighting provided in association with the development hereby approved unless otherwise agreed in writing by the Local Planning Authority. Full particulars of the proposed surface water attenuation systems, including sustainable drainage techniques; any piped and pumped systems; the balancing lake, outfalls and water levels shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby approved. Thereafter the agreed details shall be implemented prior to the first use of the golf course hereby approved and maintained. Reason: In the interests of sustainable drainage in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011. Related application(s): P15/S0805/DIS

Prior to the commencement of the development in respect of the lake hereby approved details of the proposed profiles of the sides of the lake shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the lake shall be constructed in accordance with the approved details. Reason: In the interests of the visual appearance of the site and biodiversity in accordance with Policies G2, G4, G6, C1, C6, C8, D1, and R10 of the South Oxfordshire Local Plan 2011.

Notwithstanding details submitted in support of the development hereby approved, details of the fencing to be erected on the driving range and details of all of the crossings of the public rights of way shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby approved. Thereafter the development shall be carried out in accordance with the approved details prior to the first use of the development hereby approved, and the approved fencing and crossings shall be retained. Reason: In the interests of the safety and amenities of adjacent public rights of way in accordance with Policy R8 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby approved, a Construction Management Plan (CMP) shall be submitted to and approved in writing by the Local Planning Authority. The plan should detail items such as phasing of construction, layout of operations, travel and parking arrangements for construction workers, maintaining access to existing premises and public rights of way, measures to control the emission of dust and dirt during construction, and a scheme for recycling waste resulting from the construction program The approved CMP shall be adhered to throughout the development process unless agreed otherwise in writing by the Local Planning Authority. Reason: in the interests of safety, protecting the amenity of local land uses, neighbouring residents, the character of the area and highway safety.

The development hereby permitted be carried out in accordance with the approved Flood Risk Assessment Addendum dated February 2012. Reason: That appropriate surface water management is implemented and to minimise flood risk.
