Having regard to the scale and design of the proposed three storey rear extension, the proposal would represent a disproportionate addition to the dwelling that would overwhelm the original form of the building and create a bulky and inappropriate form of development. As such, the proposal would detract from the character and appearance of the dwelling and surrounding area contrary to the provisions of the South Oxfordshire Local Plan 2011, particularly Policies G2, G6, D1 and H13, the advice in the South Oxfordshire Design Guide 2008 and national guidance in PPS1.
