The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 482-01-14, 482-01-07C, 482-01-8B, 482-01-1J, 482-01-2H, 482-01-3J, 482-01-4H and 482-01-15A, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P14/S2491/DIS, P14/S2634/DIS

The hours of use of the building and facilities shall be restricted to 06 30 to 18 30 on Mondays to Saturdays unless otherwise agreed in writing by the Local Planning Authority. Reason: To safeguard the amenities of nearby occupiers and the area generally in accordance with Policy G2 of the South Oxfordshire Local Plan 2011. Related application(s): P14/S2491/DIS

External lighting will only be permitted in accordance with a lighting scheme to be approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the conditioned hours of operation and remain off at all other times. Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

The land and buildings shall be used solely as a livestock market and in connection with the use of the adjoining Showground, with administrative offices to serve such. The office floor space shall at no time be used other than for purposes ancillary to or in connection with these principal uses of the site/building. Notwithstanding the provision of the Town and Country (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order), no ancillary development shall be undertaken without the prior written permission of the Local Planning Authority. Reason: That permission is only granted because of the special circumstances of the application and in accordance with Policies G2 and THA1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until foul drainage works have been carried out in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

This permission is given as an alternative to the outline planning permission granted by decision notice dated 9 September 2011 issued in respect of application P11/E1037/EX. In the event that a reserved matters application is approved in respect of that permission then this permission will lapse and become void. If development is commenced in respect of this proposal then the alternative permission shall lapse and become void. Reason: That the construction of two such structures and the use already permitted would represent inappropriate development in open countryside, contrary to Policy G2 of the South Oxfordshire Local Plan 2011.

That details of any signage to be provided shall be submitted to and approved in writing by the Local Planning Authority. Reason: That control over signage is considered to be required to ensure that the visual impact of the development is controlled whilst still allowing adequate direction for users of the facility in accordance with Policy G2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the area in accordance with Policy D1 of the South Oxfordshire Local Plan 2011.

That other than shown on the approved drawings, no additional mezzanine or other floors shall be inserted unless an application in that behalf shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: That the permission is given in view of the special circumstances. The application advises that the use specified requires space for ventilation. Control over additional floors is required to ensure that the special need continues to be met by the building in accordance with Policy G2 of the South Oxfordshire Local Plan 2011.

That the proposed new access shall be constructed prior to the first use of the development hereby permitted. The access shall be formed following a complete road safety audit of the proposed scheme and shall be constructed in accordance with the local highway authority's specifications and all ancillary works specified, including the closure of the existing access, shall be undertaken. As part of the works, a scheme of local footway improvements shall be submitted to the LPA for approval and the approved scheme implemented at the cost of the developer prior to the first use of the site. Reason: In the interests of highway safety and convenience in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the first occupation of the development a turning area and car parking spaces shall be provided within the curtilage of the site so that motor vehicles may enter, turn round and leave in a forward direction and vehicles may park off the highway. The turning area and parking spaces shall be constructed, laid out, surfaced, drained and completed in strict accordance with specification details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The turning area and car parking spaces shall be retained unobstructed except for the parking and manoeuvring of motor vehicles at all times. Reason: In the interests of highway safety and to ensure the provision of off-street car parking in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

That a construction management plan (CTMP) shall be submitted to and approved in writing by the LPA and then implemented, prior to the commencement of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network and local residents, particularly at morning and afternoon peak traffic times, in accordance with Policy T1 of the South Oxfordshire Local Plan 2011.

A travel plan shall be provided, agreed in writing by the LPA and implemented in accordance with the agreed plan, prior to the first use of the development. Reason: To encourage the use of sustainable means of transport in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within five years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. The scheme shall be generally in accordance with the amplified plans which accompanied the emails from the agent dated 25 October 2011. Reason: To help to assimilate the development into its surroundings.

That the measures set out in the action list in the pre-assessment report and action list dated March 2011 prepared by Stroma Technology shall be implemented as part of the build programme and thereafter retained. Reason: To improve the sustainability of the development in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.
