Conditions / Refusal Reasons
In the opinion of the Local Planning Authority, the proposal, due to the extent of the development, would be tantamount to the erection of a new dwelling in the countryside. The resultant dwelling would be materially greater in volume than the existing dwelling and have a materially greater impact on the character of the area. In these respects, the proposal would be contrary to Policy H12 of the South Oxfordshire Local Plan 2011. Furthermore, if it were to be demonstrated conclusively the proposal would retain an acceptable amount of the existing dwelling and thus only involve alterations and extensions to it, the scale and design of the development would not be in keeping with the character of the existing dwelling. In this respect, the development would be contrary to Policies G2, G6, D1 and H13 of the South Oxfordshire Local Plan 2011 and guidance contained within the South Oxfordshire Design Guide 2008.
Having regard to the increased height and massing of the proposed development it would result in a more intrusive form of development than the existing dwelling and so would be detrimental to the character and visual amenity of the Chilterns Area of Outstanding Natural Beauty. This is contrary to policies G2, G6, C2, D1 and H13 of the South Oxfordshire Local Plan 2011, and guidance contained within the South Oxfordshire Design Guide 2008, PPS1 and PPS7.
