Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (Amendment) (No 2) Order 2008 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse and it roof, and the erection of garden structures, as described in Schedule 2, Part 1, Classes A,B,D and E of the Order shall not be undertaken without the prior grant of planning permission from the Local Planning Authority. Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan 1344/01c, and shall be constructed, laid out, surfaced, drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. That prior to the commencement of the development, a Construction Traffic Management Plan (CTMP) shall be submitted to and approved by the Local Planning Authority, and shall be implemented prior to any works being carried out on the site. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy CSM2 of the South Oxfordshire Core Strategy and Policy T1 of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy CSM1 of the South Oxfordshire Core Strategy and Policy T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

No surface water from the development shall be discharged onto the adjoining highway and a scheme to prevent this occurrence shall be submitted to and approved in writing by the Local Planning Authority and constructed prior to the commencement of building operations. Reason: In the interests of highway safety and in accordance with Policy CSM1 of the South Oxfordshire Core Strategy and Policies T1 and EP6 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the development, a scheme shall be submitted to and approved by the Local Planning Authority which shows access, local footway and carriageway modifications designed to meet the interests of pedestrian safety at the access point of the proposed development. Such works shall be carried out in accordance with the approved scheme prior to the commencement of the development, and shall be retained as such. Reason: In the interests of highway safety and convenience in accordance with Policy CSM1 of the South Oxfordshire Core Strategy and Policy T1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hard standings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies CSQ3 and CSEN3 of the South Oxfordshire Core Strategy and Policies CON7 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the Bat Survey and Mitigation Strategy (EPR November 2010) submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist stating that the mitigation has been completed according to the methodstatement/approved report. Reason: To protect the important species on the site, in accordance with Policy CSB1 of the South Oxfordshire Core Strategy and Policy C8 of the South Oxfordshire Local Plan 2011.

That the use of the new commercial buildings hereby permitted shall be used for purposes as defined in Class B1 of the Use Classes Order 2010 and, notwithstanding any order revoking and re-enacting that Order, they shall be used for no other purposes without the prior grant of planning permission from the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to protect local amenities in accordance with Policies CSR2 and CSS1 of the South oxfordshire Core Strategy and Policy EP2 of the South Oxfordshire Local Plan 2011.

No work shall take place at the premises except between the hours of 8am and 6pm on Mondays to Fridays and 8am to 1pm on Saturdays. No work shall be undertaken on Sundays and Public Holidays. Reason: To safeguard the amenity of neighbouring residents in accordance with Policy CSS1 of the South oxfordshire Core Strategy and Policies EP2 and E8 of the South Oxfordshire Local Plan 2011.

That all processes associated with the use of the commercial buildings hereby permitted shall take place within the buildings, and no goods, materials, plant or machinery shall be stored, repaired, operated or displayed in the open without the prior permission of the Local Planning Authority. Reason: To safeguard the character of the area and the amenity of neighbouring residents in accordance with Policy CSS1! of the South Oxfordshire Core Strategy and Policy E5 of the South Oxfordshire Local Plan 2011.

That sample panels of walling showing the proposed colour, texture, facebond and pointing shall be provided on site and approved in writing by the Local Planning Authority before the relevant parts of the work are commenced. The sample panels shall be retained on site until the work is completed and the new work shall be carried out in accordance with approved panel. Reason: To safeguard the character of the area in accordance with Policies CSQ3, CSR1 and CSEN3 of the South Oxfordshire Core Strategy and Policies D1, H4 and CON7 of the South Oxfordshire Local Plan 2011.

Unless otherwise agreed by the Local Planning Authority 'LPA', development other than that required to be carried out as part of an approved remediation scheme must not commence until phases i) to iv) have been complied with, or further works have been deemed unnecessary as a result of conclusions based on risk assessments during phases i), ii) or iii), and this has been agreed upon in writing by the LPA. Document(s) detailing the works undertaken in each phase must be submitted to and approved by the LPA in writing before any other phase commences, and before occupation of any building in relation to phase v). All phases of investigation must be designed and conducted in accordance with DEFRA and the Environment Agency's 'Model Procedures for the Management of Land Contamination, CLR 11. i) A South Oxfordshire District Council contaminated land statement questionnaire. ii) A preliminary risk assessment, including a site walkover and conceptual site model detailing all potential contaminants, sources and receptors. iii) An intrusive site investigation to assess the type, nature, extent and risk(s) of any contamination identified in ii), whether or not it originates on site. It is recommended that the LPA are consulted on proposals. iv) A detailed remediation scheme, to bring the site to a condition suitable for the intended use. The scheme shall include all works to be undertaken, proposed remediation objectives and remediation criteria, a timetable of works and site management procedures. The scheme shall also ensure that after remediation the site will not qualify as Contaminated Land under Part 2A Environmental Protection Act 1990. v) Validation of the remediation scheme demonstrating the effectiveness of the remediation approved in iv). If contamination is found during the course of development that was not previously identified, the development must be halted on that part of the site to the extent specified by the LPA and until the LPA are satisfied that all necessary phases above have been undertaken. Reason: To ensure that risks from land contamination to future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with Policy EP8 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details submitted that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

That prior to the first occupation of any unit, a new fire hydrant shall be provided within the site in accordance with details which shall be first submitted to and approved by the Local planning Authority in writing. Reason: To ensure that an adequate supply of water is available for fire fighting purposes in accordance with Policy CSI1 of the South Oxfordshire Core Strategy.

That prior to the commencement of the development a scheme to show the accentuation and clarification of the Watlington gateway feature to the south of the site shall be submitted to and approved by the Local Planning Authority. The scheme shall be implemented as approved prior to the commencement of the development on the site. Reason: In the interests of highway safety and convenience in accordance with Policy CSM1 of the South Oxfordshire Core Strategy and Policy T1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) prepared by Peter Brett Associates and dated March 2007; and the following mitigation measures detailed within the FRA: 1. Identification and provision of safe route(s) into and out of the site to anappropriate safe haven. 2. Finished floor levels are set no lower than 106.09 m above Ordnance Datum Reason: To ensure safe access and egress from the site and to reduce the risk of flooding to the proposed development and future occupants in accordance with Policy EP6 of the South Oxfordshire Local Plan 2011.
