Having regard to the scale of the proposed outbuilding, the level of accommodation contained within the outbuilding and its physical separation from the main dwelling, the proposal would be tantamount to a new residential unit of accommodation in the countryside. As such, the proposal would be contrary to Policies G1, G3, G4, H6 and H13 of the South Oxfordshire Local Plan 2011 and government guidance in PPS1, PPS3 and PPS7.

Having regard to the scale and design of the proposed extension to the service wing, including the long unrelieved elevations and a large open plan interior, the proposal would result in an inappropriate addition to the building that would overly dominate the hierarchy and proportions of rooms that characterise the listed building. As such, the proposal would detract from the special architectural and historic interest of the listed building and the character and appearance of the site and surrounding Area of Outstanding Natural Beauty, contrary to Policies G2, G6, D1, C2, H13 and CON2 of the South Oxfordshire Local Plan 2011 and government guidance in PPS1, PPS5 and PPS7.

Having regard to the scale and design of the proposed outbuilding, including the repetitive arrangement of windows, the long unbroken elevations, the wide span of the building and the courtyard that would be formed by the building, the proposal would result in an intrusive and inappropriate addition to the site. As such, the proposal would detract from the setting of the listed building and the character and appearance of the site and the surrounding Area of Outstanding Natural Beauty, contrary to Policies G2, G6, D1, C2, H13 and CON5 of the South Oxfordshire Local Plan 2011 and government guidance in PPS1, PPS5 and PPS7.
