The development shall begin before within two years from the date of this approval for reserved matters. Reason: To comply with conditions in the outline planning permission P02/W0848/O and by virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the plans on Table 1, appended to this decision notice except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P11/W1112/DIS

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the local planning authority. Reason: To safeguard the character of the area in accordance with Policy D1 of the South Oxfordshire Local Plan 2011. Related application(s): P11/W1112/DIS

Prior to commencement of this phase of development details of the location and specification of street furniture, including cycle racks and stands, bus shelters, seats, signs, bollards, lighting columns and other external structures, shall be submitted for approval in writing by the Local Planning Authority. The street furniture shall be implemented in accordance with the approved details. Reason: In the interests of visual amenity in accordance with Policy D1 of the South Oxfordshire Local Plan 2011. Details of lighting for roads and other external areas shall be implemented in accordance with details that shall have first been submitted for approval in writing by the Local Planning Authority. The garage accommodation on plot numbers: 14, 15, 16, 17, 34, 35, 36, 37, 57, 58, 74, 75, 81, 82, 78, 79, 84, 85, 86, 88, 89 shall be retained as such and shall not be adapted for living purposes without the prior written permission of the Local Planning Authority. Reason: In the interests of highway safety and to ensure the provision of adequate off-street car parking in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order) the provision within the curtilage of the dwelling of any building, enclosure or swimming pool as described in Schedule 2, Part 1, Class E of the Order shall not be undertaken on Plots 1, 10, 29, 42, 55, 74, 75, 78, 80, 81, 82 without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies G2, D1 and D4 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order) 1995 (or any Order revoking or re-enacting that Order) the erection or construction of gates, fences, walls or other means of enclosure as described in Schedule 2, Part 2, Class A of the Order shall not be undertaken on plots 1, 42, 80, 83, 84, 85, 86, 87, 88, 89, 90, 91 without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration of any dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken on plots 1, 74, 75, 78, 79, 81, 82 without the prior written permission of the Local Planning Authority. Reason: To ensure the Local Planning Authority retains control over any future development as specified in the condition in the interests of amenity and in accordance with Policies G2 and D1 of the South Oxfordshire Local Plan 2011.

That during the construction of the development the approved archaeological mitigation measures shall be implemented, unless otherwise agreed in writing by the Local Planning Authority. Reason: To secure the protection and proper provision for any archaeological remains in accordance with Policies CON11, CON13 and CON14 of the adopted South Oxfordshire Local Plan.

Prior to the commencement of this phase of development details of tenure mix on the affordable housing units as shown on Drawing H4 391/AH/01 rev A shall be submitted and approved in writing by the Local Planning Authority. The tenure for those units must be in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority. Reason: To meet the housing needs of the Council in accordance with Policy H9 of the South Oxfordshire Local Plan 2011.

Prior to commencement of this phase of development revised details of the footway and cycleway shown on DrawingH4391/PL/01 REV H Planning Layout shall be submitted for approval in writing by the Local Planning Authority and implemented in accordance with the approved details. Reason: To ensure that the design details of footway / cycleway are in accordance with Policies T1 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of the development hereby permitted a scheme for the landscaping of the site, including the planting of live trees and shrubs and the treatment of the access road and hard standings, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings.
