The development does not reinforce local distinctiveness in that its design and appearance are not characteristic of agricultural buildings, barns or animal shelters typical of the area. Furthermore the design of the building is not suitable for its intended agricultural purpose for the housing of livestock and storage of agricultural materials, equipment and machinery. The development is not designed to adequately cater for an agricultural need and is of a type and design that is inappropriate to the site and its surroundings contrary to policies G6, D1 and A1 of the South Oxfordshire Local Plan 2011.
The site lies in a relatively isolated and visually prominent location within the Chilterns Area of Outstanding Natural Beauty. The development fails to respect the previously undeveloped and unspoilt rural character and appearance of the site and the surrounding area and fails to conserve or enhance the natural beauty and special landscape qualities of the Chilterns Area of Outstanding Natural Beauty. As such the proposal is contrary to policies G2, G4, C1, C2 and A1 of the South Oxfordshire Local Plan 2011 and guidance contained within PPS7.
