That the development be carried out strictly in accordance with the particulars of the development contained in application R3.0164/10 as shown on plan numbers CTF-AVS-040/LP01, CTF/-AVS-040/P/400 (E), CTF/-AVS-040/P/005, CTF-AVS-040/P/EX01, CTF-AVS-040/P/006, CTW-AV-40-P-010, CTW-AVS-040-P-011, CTW-AVS-P-040-P-012, CTW-AVS-P-013, CTW-AVS-040-P-014, CTW-AVS-040-P-015, CTW-AVS-040-P-016, CTW-AVS-040-P-017, CTW-AVS-040-P-018, CTW-AVS-040-P-019, CTW-AVS-040-P-020, CTW-AVS-040-P-021, CTW-AVS-040-P-022, & LS18520_4 accompanying the application except as controlled or modified by conditions of this permission, unless otherwise agreed in writing by the Deputy Director (Growth & Infrastructure). Reason: To ensure the details of the development are carried out in accordance with the application as approved.

That development must be begun not later than the expiration of three years beginning with the date hereof. Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.

That no development shall take place until the trees and hedgerows on the site which are to be retained and which are adjacent to or within the development area, have been protected during building operations by means of a protective fence around the edge of the canopy of the trees in accordance with B.S. 5837:2005, and with the written requirements (copy attached) of the Deputy Director (Growth & Infrastructure) relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area. Reason: To ensure the protection of trees on the land and to preserve the amenities of the locality (G2, G4, C9: SODCLP2011).

Prior to the commencement of the development a Construction Travel and Management Plan (which shall include routing and all other arrangements for construction vehicles, delivery times for materials, the location of the site compound and details of how compound areas will be reinstated to their original condition) shall be submitted to and approved in writing by the Deputy Director (Growth & Infrastructure). The development shall be undertaken strictly in accordance with the Construction Travel and Management Plan as approved at all times. Reason: In the interests of highway safety and of the safety of park and ride users (T1, T2: SODCLP2011).

The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) by Halcrow, dated June 2010, and the following mitigation measures detailed within the FRA: 1. Surface water discharge rates shall not exceed those in Table 1 of the FRA. 2. The scheme shall include the use of filter drains and an extension to the existing pond as detailed in Section 4.8 of the FRA. Reason: To prevent flooding by ensuring the satisfactory storage of/disposal of surface water from the site and to ensure the scheme conforms to sustainable drainage principles (EP5, EP6, EP7: SODCLP2011).

Development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydro geological context of the development, has been submitted to and approved in writing by the Deputy Director (Growth & Infrastructure). The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. Reason: To prevent the increased risk of flooding, to improve and protect water quality, improve habitat and amenity, and ensure future maintenance of the scheme (EP5, EP6, EP7: SODCLP2011).

Prior to the commencement of the development the final details of the surface materials to be used for the re-aligned agricultural access shall be submitted to and approved in writing by the Deputy Director (Growth & Infrastructure). Reason: To prevent flooding by ensuring the satisfactory storage of/disposal of surface water from the site and to ensure the scheme conforms to sustainable drainage principles (EP5, EP6, EP7: SODCLP2011).

Prior to the commencement of the development full details of the proposed floodlighting, cowling, predicted overspill levels of light and times of use shall be submitted to and approved in writing by the Deputy Director (Growth & Infrastructure) in consultation with the County Ecologist. Reason: In the interests of the amenities of neighbouring residents, the surrounding area and the protection of protected species (C8, CF2, EP3: SODCLP2011).

Prior to the commencement of the development a management plan for the use of the Thornhill Park and Ride site by all car park users shall be submitted to and agreed in writing by the Deputy Director (Growth & Infrastructure). The management plan shall include, amongst other things, a charging regime for some or all car park users including a limit on the maximum stay allowed for parking. The management plan shall be implemented prior to the first use of the development hereby approved. Reason: To encourage more sustainable means of transport and to ensure that adequate parking provision is made for Oxford bound park and ride users (G3, T1, T4, T8: SODCLP2011).

That any alterations to the car park layout and pedestrian and vehicle accesses hereby approved shall be first submitted to and agreed in writing by the Deputy Director (Growth & Infrastructure), following consultation with the Local Highway Authority, and before any such alterations are implemented. Reason: In the interests of highway safety (G6, T1, T2, T3: SODCLP2011).

That the details of the treatment to all boundaries shall be submitted to and approved by the Deputy Director (Growth & Infrastructure) before commencement of development. Any approved details which include landscaping shall be implemented in the first planting season after the first use of the approved development and thereafter be maintained to the complete satisfaction of the Deputy Director (Growth & Infrastructure). Approved boundary treatments other than landscaping shall be carried out prior to the first use of the development hereby approved. Reason: In the interests of the amenities of the neighbouring residents. (G2, G4, C9: SODCLP2011).

That the land be landscaped and planted with trees and shrubs in accordance with a comprehensive planting and landscaping scheme first approved by the Deputy Director (Growth & Infrastructure) and that trees and shrubs so planted be properly maintained and that in the event of any of the trees or shrubs dying or being seriously damaged or destroyed within a period of five years from the completion of the development a new tree or shrub or equivalent number of trees or shrubs as the case may be, be planted and properly maintained in a position or positions as first approved by the Deputy Director (Growth & Infrastructure). Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (G2, G4, C9: SODCLP2011).

That all planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting season following the occupation of the buildings or the completion of the development, whichever is the sooner, and that any trees or plants which within a period of five years die, are removed or become seriously damaged shall be replaced in the next planting season with others of similar size and species, unless the Deputy Director (Growth & Infrastructure) gives written consent to any variations. Reason: In the interests of the visual amenities of the area and to ensure the creation of a pleasant environment for the development. (G2, G4, C9: SODCLP2011).

Prior to the commencement of the development the final details of additional cycle parking (including the level of provision and proposed location) shall be submitted to and agreed in writing by the Deputy Director (Growth & Infrastructure) in consultation with the Local Highway Authority. Reason: To ensure that adequate cycle parking provision is provided. (T1, T2: SODCLP2011).

No plant, temporary structures or materials shall be deposited on the public footpaths to the north and west of the site. Reason: In the interests of the amenities of the area and to maintain public access (R8, T7: SODCLP2011).

No development shall commence unless or until the habitat creation and relocation of reptiles and amphibians has been carried out in accordance with the approved 'Reptile Mitigation Strategy Thornhill P&R' and 'Great Crested Newt Mitigation Strategy Thornhill P&R' produced by Halcrow dated February 2011. Any works (including 5 years of monitoring) must be carried out in accordance with the approved scheme hereby approved. Reason: To ensure the protection of protected species and reptiles and amphibians (C8: SODCLP2011).

No vegetation shall be cleared from the land except between 1st September and 28th February (inclusive) as this is outside of the bird breeding season. Any vegetation to be cleared between 1st March and 31st August (inclusive) must be checked by an ecologist immediately before being cleared so as to ensure there are no nesting birds present. If nesting birds are present, the area of vegetation must be cordoned off and works cannot be carried out until the birds have fledged. Reason: To ensure nesting birds are protected from disturbance. (C8: SODCLP2011).
