That the proposal to create a new access through the wall and to lower its overall height to 1.0 m would erode a feature of visual interest which is noted within the Aston Tirrold and Aston Upthorpe Character Appraisal as being an important wall. The brick and flint wall makes a significant contribution to the character of this part of the village and the development does not offer any significant public benefits that would outweigh the harm to the designated heritage asset. As such the proposal would detract from the character and appearance of the Aston Tirrold/Aston Upthorpe conservation area contrary to Policies CON7 and G6 of the adopted South Oxfordshire Local Plan and to Policies HE7.2, HE7.5 and HE9.4 of PPS5.
