The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, drawings 09075 L01 rev B, P01 rev b, SU01 Rev B, P02 rev B, P03 Rev A, P04 Rev A, VIZ001 - 5, 1185 L 4, Drainage strategy, Landscape and visual assessment, Site contamination reports, BREEAM report and arboricultural report, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P11/W1499/DIS, P11/W1521/DIS

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the local planning authority. Reason: To safeguard the character of the area in accordance with Policy D1 of the South Oxfordshire Local Plan 2011. Related application(s): P11/W1521/DIS

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be generally in accordance with the planting shown on drawing 1185 L 4 which accompanied the application. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the SouthOxfordshire Local Plan 2011. Related application(s): P11/W1521/DIS

External lighting will only be permitted in accordance with a lighting scheme to be approved in writing by the local planning authority. Any such lighting shall be directed downwards to prevent nuisance to adjoining residential occupiers from light spillage and shall be turned on only during the conditioned hours of operation and remain off at all other times. Reason: To safeguard the amenity of neighbouring residents and the rural character of the countryside in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

In connection with the implementation of this permission no construction works shall take place outside the hours of (INSERT) to (INSERT) Mondays to Fridays and (INSERT) to (INSERT) on Saturdays. Works shall not take place at all on Sundays or Bank Holidays without the prior written approval of the local planning authority. Reason: to protect the occupants of nearby residential properties from noise and dust disturbance during the development of the site in accordance with Policies EP1 and EP2 of the South Oxfordshire Local Plan 2011.

That no mezzanine or other floors shall be inserted unless an application in that respect shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: That the site lies in an isolated rural location and a further increase in floor space would need to be considered in relation to Policy E9 of the South Oxfordshire Local Plan 2011.

That the retail element of the scheme shall be restricted to no more than 500 sq m as shown on drawing P01 Rev B and that no part of the premises hereby permitted shall be used as a separate retail use as defined by Class A1 of the Town and Country (Use Classes) Order, 1987. Reason: To control retail use in accordance with Policy TC7 of the South Oxfordshire Local Plan 2011.

That the measures recommended in the Blewburton Partnership report which accompanied the application shall be implemented in the construction of the new building. Reason: To ensure proper control of energy and water usage in accordance with Policy D8 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details submitted that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until foul drainage works have been carried out in accordance with details that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution in accordance with Policy EP1 of the South Oxfordshire Local Plan 2011.

That prior to the commencement of the construction of the new building hereby permitted, buildings C,D,E,and F shown on drawing P04 Rev A to be demolished shall be demolished and the materials removed from the land, save for any that might be recycled for use in the carrying out of the development. Reason: To ensure satisfactory comprehensive development in accordance with Policies G2, D1 and E9 of the South Oxfordshire Local Plan 2011.

That within 6 months of the first use of any part of the building hereby permitted, or such other longer time that may be agreed in writing by the Local Planning Authority, the remaining buildings shown to be demolished on drawing P04 Rev A (buildings A, B and G) shall be demolished and the materials removed from the land, save for any that might be recycled for use in the carrying out of the development. Reason: To ensure satisfactory comprehensive development in accordance with Policies G2, D1 and E9 of the South Oxfordshire Local Plan 2011.
