That the proposed replacement dwelling, by its excessive size and scale compared to the existing modest dwelling is inappropriate development in the green belt which would harm the openness of the green belt contrary to policy GB2 of the South Oxfordshire Local Plan and advice in PPG2. No very special circumstances have been put forward by the applicant which clearly outweigh the harm caused to the green belt by inappropriateness and to its openness.

That the replacement dwelling, having a greater footprint and two storey elements, would have a greater visual impact on the character and appearance of the area than the existing dwelling and as such would have a greater impact on the visual amenity of the green belt contrary to policies GB4 and H12 of the South Oxfordshire Local Plan and advice in PPG2.

The contemporary design of the proposed replacement dwelling would be visually prominent in this rural setting and would not reinforce local distinctiveness contrary to policies H12, D1 and advice in the South Oxfordshire Design Guide.

The application site falls within the Local Wildlife site called Queensford Pit which has been designated as being of County importance for wildlife. No ecological information has been submitted in support of the application and as such the proposal is potentially contrary to policies C6, C7 and C8 of the South Oxfordshire Local Plan.

Insufficient information has been submitted with the application to assess the proposal, which is noise sensitive, against current noise sources associated with the site as required by PPG24:1994 - Planning and Noise.
