Conditions / Refusal Reasons
The works hereby permitted shall be begun not later than three years from the date of this consent. Reason: To comply with the provisions of section 18(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990. Related application(s): P11/W1845/DIS

That the works hereby approved shall be carried out in accordance with the details shown on the following approved plans, CHT.PL.01 B, CHT.PL.02 A, CHT.PL.03 A, CHT.PL.04 A, CHT.PL.05 A, CHT.PL.06 A and CHT.PL.09 A except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Detailed drawings in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Windows & doors at 1:5 and 1:20 together with details of finishes; b. Raised timber floor; c. The junction between the new library and the boundary wall, and d. Proposed heat insulation. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies CON2, CON3 and CON7 of the South Oxfordshire Local Plan 2011.

Samples of materials in respect of the following shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the work has begun: a. Stone b. Tiles c. Timber boarding, including finish Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies CON 2, CON 3, CON5 and CON7 of the South Oxfordshire Local Plan 2011.

A sample panel of facing stonework showing the proposed stone to be used, size, coursing and pointing style shall be provided on site and approved in writing by the Local Planning Authority before the relevant parts of the work are commenced. The sample panels shall be retained on site until the work is completed and the new work shall be carried out in accordance with the approved panel. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies CON2 and CON3 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of works a detailed specification of any drains, gutters, downpipes, and external vent or flues shall be submitted to and approved in writing by the Local Planning Authority and any such works shall be implemented in strict accordance with the details as approved. Reason: To ensure that the details of the works are satisfactory in accordance with Policies CON5 and CON7 of the South Oxfordshire Local Plan 2011.

All new works and works of making good to the retained internal and external fabric of the building shall be finished to match the adjacent work with regard to the methods used and to material, colour, texture and profile. Reason: To safeguard the special architectural or historic interest of the listed building and in accordance with Policies CON2 and CON3 of the South Oxfordshire Local Plan 2011.

That a specification for the lime mortar to be used in the raising of the height of the existing link building wall shall be submitted and approved prior to the relevant part of the works commencing. Reason: To safeguard the architectural and historic interest and character of the building in accordance with Policy CON3 of the South Oxfordshire Local Plan 2011 and with advice contained within PPS5.
