The proposal is contrary to policies GB2, GB4, G4 and H5 of the adopted South Oxfordshire Local Plan 2011 and to advice contained within PPG2. The proposal does not represent strict infill in that it does not constitute the filling of an appropriate small gap in an otherwise largely built up frontage. The proposal represents backland development on the edge of the village and given the amount of new development proposed, would have the effect of extending the built up area of the village. As such, the proposal constitutes inappropriate development within the Oxford Green Belt and there are no very special circumstances that have been put forward to clearly outweigh the harm to the openness and visual amenity of the Green Belt.
That the development would radically change the character of the site to one of a more suburban nature which would serve to erode the landscape setting of the village and the rural quality that makes such an important contribution to the character and appearance of this part of the Garsington Conservation Area. The development is therefore contrary to Policies C4 and CON7 of the adopted South Oxfordshire Local Plan 2011 and to advice contained within PPS5.
