The development shall be carried out solely in accordance with details submitted with the application unless modified by the conditions of this permission. The details submitted consist of: Application Form dated 04/06/10; Planning Supporting Statement dated May 2010, Design and Access Statement dated May 2010; Site Location Plan - Drawing no. J9014-OC10.001-P100 rev0 dated May 2010; Existing site and Overview - Drawing no. J9014-OC10.001-P200 rev0 dated May 2010; Site Layout and Indicative Material Movement - Drawing no. J9014-OC10.001-P300 rev0 dated May 2010; Traffic Management Plan - Drawing no. J9014-OC10.001-P500 rev0 dated May 2010; Landscape and Visual Appraisal dated 02/07/10; Indicative Planting - Drawing no. 0853.3 dated May 2010; Ecological Study dated 05/05/10 and Flood Risk Assessment dated May 2010. Reason: To ensure the development is carried out as proposed. Policy: MWLP PE18

The development to which this permission relates shall be begun not later than the expiration of five years beginning with the date of this permission. Reason: To comply with Section 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

No green waste or animal bedding shall be brought to the site or compost exported from the site or machinery operated except between the following times; 0800 to 1700 hours Monday to Friday and 0800 to 1600 hours on Saturdays; but at no time on Sundays and Public and Bank Holidays and Saturdays immediately following Public and Bank Holiday Fridays. Reason: To protect the amenities of nearby properties. Policy: OMWLP PE18

The site shall be used only for the composting of green waste and animal bedding and for no other purpose whatsoever. Reason: To enable the Waste Planning Authority to retain control over the development. Policy: OMWLP W3, W5, PE18

No material other than green garden or parks waste or animal bedding shall be imported to the site. Kitchen waste and animal waste shall not be imported to the site. Reason: To ensure only green waste is processed at the site. Policy: OMWLP W3, W5, PE18

No material shall be stockpiled, deposited or windrowed to a height exceeding 3 metres. Reason: In the interests of visual amenity. Policy: OMWLP W5

No floodlighting shall be erected on site. Reason: In the interests of the amenities of nearby residents. Policy: OMWLP W3

No development shall take place except in accordance with the approved landscaping scheme as specified in drawing 0853.3 Indicative Planting. Reason: To reduce the visual impact on the open countryside and to screen the workings and to assist in absorbing the site back into the local landscape. Policy: SOLP G4, C1, OMWLP W5

Existing trees, shrubs and hedgerows and those planted in accordance with drawing 0853.3 Indicative Planting shall be maintained to enhance biodiversity and to provide an effective visual screen between the works and properties/the highway and any plants which die at any time during the development, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species. Reason: To improve the appearance of the site in the interests of visual amenity, to screen the workings, and to assist in absorbing the site back into the local landscape. Policy: SOLP G4, C1, OMWLP W5

No vegetation shall be cleared from the land except between 1st September and 28th February (inclusive) as this is outside of the bird breeding season. Any vegetation to be cleared between 1st March and 31st August (inclusive) must be checked by an ecologist immediately before being cleared so as to ensure there are no nesting birds present. If nesting birds are present, the area of vegetation must be cordoned off and works cannot be carried out until the birds have fledged. Reason: To ensure nesting birds are protected from disturbance. Policy: PPS9

Six Schweglar 1B (32mm hole) bird boxes shall be installed on suitable trees on the southwestern boundary of the site during the first planting season following completion of the development hereby approved. Reason: To ensure the development results in biodiversity enhancement. Policy: PPS9

The existing sign erected at the access informing drivers of the routes that they should use in entering and leaving the site shall be retained for the life of the permission. Reason: In the interest of highway safety and safeguarding the local environment. Policy: OMWLP W3, SOLP T1

No development shall commence until a Travel Plan has been submitted to and approved in writing by the Waste Planning Authority. This Travel Plan shall cover Construction Traffic and use of sustainable modes of transport. Reason: In the interest of highway safety. Policy: OMWLP W3, SOLP T1

Prior to the commencement of the development, the parking and turning areas shall be provided in accordance with the submitted plan Drawing J9014-OC10.001-P500 rev 0, and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interest of highway safety. Policy: OMWLP W3, SOLP T1

The surface of the site access shall be maintained in a good state of repair and kept clean and free from mud and other debris at all times. Reason: In the interests of highway safety and safeguarding the local environment. Policy: OMWLP W3

No vehicle or trailer shall enter the public highway unless their wheels and chassis have been cleaned to prevent material being deposited on the highway. Reason: In the interests of highway safety and to prevent mud and dust getting on the highway. Policy: SOLP T1

During dry weather a water bowser and other dust suppression measures as identified in the supporting statement should be used to reduce the amount of dust on the site. Reason: In the interests of environmental amenity. Policy: OMWLP W3, PE18, SOLP EP1

A soil bund shall be maintained around the perimeter of the site. The bund shall be 2 metres high. the bund shall be seeded with rye grass mix and shall be kept free of weeds and the grass shall be cut regularly. The bund shall be constructed so that the outside of the bund should be at an angle of 30 degrees to the horizontal. The bund shall be rounded at the top and feathered in to ground level so that there is no sharp angle. The top of the bund shall be graded to an even height of 2 metres. The development shall not commence until the bund has been constructed in accordance with this condition. Reason: To mitigate noise and dust and in the interest of local and visual amenity. Policy: OMWLP W3, W5

No plant, machinery or vehicles shall be used on the site unless fitted with effective silencers. Reason: To safeguard the amenity of the area and local residents. Policy OMWLP W3, PE18

No vehicles or mobile plant operating on this site shall emit warning noise except in the form of white noise. Reason: To protect the amenity of local residents. Policy: OMWLP W3, PE18

An archaeological watching brief shall be carried out during the period of construction/during any ground works taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Statement of Investigation that has first been approved by the Waste Planning Authority. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site. Policy: PPS5

Following the approval of the Written Scheme of Investigation referred to in Condition 21, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Waste Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site. Policy: PPS5

Development shall be carried out in accordance with the following mitigation measures detailed within the approved Flood Risk Assessment (FRA) produced by Consultant Hydrogeologists Limited dated May 2010 titled Proposed Anaerobic Digestion and Composing Facility Battle Farm, Crowmarsh, Oxfordshire, reference number B/CRW/001/10. - Limiting the surface water run-off to 3.6l/s/ha for the 1 year event, 9.8l/s/ha for the 30 year event and 13.7l/s/ha for the 100 year event. - Provision of flood attenuation for the 1 in 100 year worst case storm event of 172m3 to account for the net increase of 0.18ha in the proposed new composting area as shown in drawing number 5. Reason: To ensure flood risk is not increased off-site and to prevent flooding elsewhere by ensuring that attenuation of rainfall for the 1 in 100 year plus 20% climate change. Policy: PPS23

No development shall take place until such time as a scheme to dispose of surface and foul drainage has been submitted to, and approved in writing by, the Waste Planning Authority. The scheme shall be implemented as approved. Reason: To protect the groundwater quality from the activities of the composting facility. Policy: PPS23
