Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, LP1/SE & SP1/SE, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That the manege shall be constructed with the materials that have been submitted with the application, this includes: a) 1.2 metre high post and rail fence to edge of manege Reason: To safeguard the character and appearance of the Conservation Area is accordance with Policy CON7 of the South Oxfordshire Local Plan 2011.

The manege hereby permitted shall be used only for the keeping of horses for the private leisure purposes of the owner of the land, and shall not be used for any commercial activity, including hiring, hacking, livery or tuition. Reason: To meet the particular needs of the applicant and to avoid the introduction of a commercial use in this rural location, in accordance with Policy R10 of the South Oxfordshire Local Plan 2011.

That no external lighting shall be attached to the building or erected on the land without prior consent from the Local Planning Authority, through the submission of a planning application. Reason: To protect the appearance of the area and the amenity of the occupiers of nearby neighbouring properties in accordance with Policy EP3 of the South Oxfordshire Local Plan 2011.

There shall be no raising of land levels, storage of materials or obstruction of flood flows within the Flood Zone areas. Reason: To prevent an increased risk of flooding in accordance with PPS25.

A) The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. B) Following the approval of the Written Scheme of Investigation referred to in condition A, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. Reason: To secure the protection of and proper provision for any archaeological remains in accordance with Government advice set out in PPS5: 'Planning for the Historic Environment' and in accordance with Policies CON11, CON13 and CON14 of the South Oxfordshire Local Plan 2011.
