Conditions / Refusal Reasons
That the site comprises an important, open and undeveloped area and, with the adjoining crescent of houses is a distinctive and prominent local feature. The proposal to erect two blocks of flats, which would inevitably be in a forward location relative to the surroundings, would result in an incongruous and inappropriate form of development which would detract from the character and visual appearance of the locality contrary to Policies G2, G6, D1 and H6 of the adopted South Oxfordshire Local Plan and to the general principles of the South Oxfordshire Design Guide.
That, having regard to the size and type of dwellings proposed, the development fails to meet the social needs of the community, contrary to Policy H7 of the adopted South Oxfordshire Local Plan.
That the application fails to demonstrate that the development will not impact on trees, the loss of which would detract from the character and visual appearance of the area, contrary to Policy C4 of the adopted South Oxfordshire Local Plan.
That the development fails to make any provision for essential off-site services, contrary to Policies D11 and R2 of the adopted South Oxfordshire Local Plan.
