The creation of a vehicular access at this point involves the removal of a large section of wall (current condition notwithstanding), which is a curtilage listed structure to the Grade ii* main house, that would compromise the historic integrity of the wall, detract from the historic layout and setting of the listed building and the character and appearance of this part of Thames Street which lies within the Wallingford conservation area. There is alternative access to the substation through the pedestrian access if it were re-instated or for vehicles from the main access to Castle Priory and the justification put forward does not outweigh the harm of the proposed development contrary to Policies CON1, CON5 and CON7 of the adopted South Oxfordshire Local Plan and the advice contained in PPS5
