That, the proposal would introduce a second modern, gabled element which would be out of keeping with the scale of the original, modest cottage in terms of its width, its projection from the rear and its height in relation to the ridge. The combination of the proposed and existing two storey extensions would dominate and overwhelm the rear elevation of the dwelling to the detriment of its modest character and contrary to Policies G2, D1 and H13 of the adopted SOuth Oxfordshire Local Plan.
That although the proposal does not affect the front elevation of the house, the side elevation would be partially visible from the north and northwest, in views through the trees across the neighbouring school playground, and from the road. The site is in the centre of the village, which is essentially rural in character, with buildings of various sizes, styles and materials scattered informally along the main street. It lies within the Chilterns Area of Outstanding Natural Beauty, where local plan policy provides for special protection of the natural beauty and landscape character of the area. The property is relatively modest in scale and the general appearance of the house, including the thatched roof, makes a valuable contribution to the street scene. The scale of the proposal in relation to the existing house would appear out of proportion in this context and would have an adverse effect on the character and appearance of the area contrary to Policy C2 of the adopted South Oxfordshire Local Plan 2011.
