The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P10/W1433/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 4744/5 and 4744/4C, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P10/W1433/DIS

That prior to the first use of the lagoon, the spoil from the construction will be formed into bunds around the lagoon, details of which shall be submitted to and agreed in writing by the LPA prior to the commencement of any works. The scheme shall be generally in accordance with the approved plans. Reason: To help to assimilate the development into the surroundings in accordance with Policy C9 of the adopted South Oxfordshire Local Plan. Related application(s): P10/W1433/DIS

The proposed slurry lagoon shall not be constructed until detailed plans for its design, construction and maintenance have been submitted to, and approved in writing by, the local planning authority. Reason: The lagoon is sited over a Principal Aquifer (Chalk) and within a nitrate vulnerable zone where the groundwater below the site needs to be protected in accordance with Policy EP7 of the adopted South Oxfordshire Local Plan.

Prior to the first use of the lagoon, the parking and turning areas shall be provided in accordance with the submitted plan Drawing RAC/4744/4 Rev C, and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interests of highway safety and in accordance with Policy T1 and T2 and Appendix 5 (car Parking Standards) of the South Oxfordshire Local Plan 2011.

That notwithstanding any indication given on the plans, the existing gates will be relocated in accordance with details which shall first have been submitted to and agree in writing by the LPA. The gates shall be sited sufficiently far back from the carriageway to allow vehicles to enter the site without overhanging the carriageway. The area between the carriageway and the gates shall be constructed in bound material, details of which shall be included with the details of the gates. Reason: In the interests of highway safety and convenience in accordance with policy T1 of the adopted South Oxfordshire Local Plan.

No development shall commence within the application area until the applicant, or their agents or successors in title, has secured the implementation of a staged programme of archaeological investigation and mitigation in accordance with a written scheme of investigation that shall first be submitted to and approved by the Local Planning Authority. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation acceptable to the Local Planning Authority. Reason: To ensure the appropriate measures are taken to detect and preserve archaeological remains either in situ or by record in accordance with PPG16 and CON12 of the South Oxfordshire Local Plan.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details submitted that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
