That having regard to the location of the property within the Brightwell-cum-Sotwell Conservation Area and to the height and proximity of the two storey extension to Celandine Cottage, the proposal would significantly close the existing gap and would diminish the relationship between the village and the rural landscape which is characterised by fields and old orchards to the south. This sense of the landscape beyond would be adversely impacted and the proposal would not therefore preserve or enhance the character and appearance of the conservation area. The inappropriate design details and incongruous form of the extensions would detract from the visual amenity of the area and the development is therefore contrary to Policies C4, D1, D9, G6, H13 and CON7 of the adopted South Oxfordshire Local Plan 2011 and to guidance set out in the South Oxfordshire Design Guide and PPS5.

That having regard to the depth and height of the proposed single storey rear extension and to its location directly on the boundary with the neighbouring bungalow, the development would be overbearing and oppressive to the occupants of Celandine Cottage, detracting from the residential amenity of the occupants of that property, contrary to Policy H13 of the adopted South Oxfordshire Local Plan and to advice contained within the South Oxfordshire Design Guide.
