The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004. Related application(s): P11/W1059/DIS

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 356/09/02a, 356/09/03a, 356/09/04b and 356/09/06a, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies. Related application(s): P11/W1059/DIS

Development shall not begin until a surface water drainage scheme for the site, based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the local planning authority. The scheme shall subsequently be implemented in accordance with the approved details before the development is completed. The scheme shall also include: 1. Details of how the scheme shall be maintained and managed after completion. 2. Calculations showing upsizing of the existing overflow pipe to the east side of the pond which discharges to the outfall north of Baldon Lane does not cause flooding elsewhere due to the increase in flows. Reason: To prevent the increased risk of flooding and ensure future maintenance of the surface water drainage system and to ensure that the development does not cause flood risk to other sites in accordance with Policy EP6 of the South Oxfordshire Local Plan and with advice contained within PPS25. The development permitted by this planning permission shall only be carried out in accordance with the approved Flood Risk Assessment (FRA) dated December 2009 with the reference number of 22245/002 produced by Peter Brett Associates LLP and the following mitigation measures detailed within the FRA: 1.Limiting the surface water run-off generated by the 1 in 100 year 20% climate change critical storm so that it will not exceed the run-off from the undeveloped site and not increase the risk of flooding off-site by using "Cellweb" cellular confinement system for the car park and footpath surface as detailed in drawing number356/09/03a dated July 2009. There will also be the provision of the infiltration trench along the eastern side to of the car park to intercept any excess runoff arising from the car park area. 2. Limiting flooding to the site from surface water runoff from adjacent land with the provision of infiltration trench along the western flank of the proposed car park area designed to the 1 in 100 year 20% climate change critical storm. Reason: To prevent flooding by ensuring the satisfactory storage of/disposal of surface water from the site and to prevent flooding to site and elsewhere by ensuring the satisfactory storage of/disposal of surface water from land adjacent to the development site in accordance with advice contained within PPS25.

Prior to the beneficial occupation of the development, the parking and turning areas shall be provided in accordance with the submitted plan Drawing 356/09/02a, and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Reason: in the interest of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (car Parking Standards) of the South Oxfordshire Local Plan 2011.

That during the next planting season, the proposed landscaping scheme as shown on Drawing No.356/09/04b shall be implemented as approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to and approved in writing by the Local Planning Authority. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following: (i) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities; (ii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of the current edition of BS 5837 ''Trees in relation to construction'', and details of the timing and duration of its erection; (iii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (iv) The means of demolition of any existing site structures, and of the re-instatement of the area currently occupied thereby; (v) The details and method of construction of any other structures such as boundary walls in the vicinity of retained trees and how these relate to existing ground levels; (vi) The details of the materials and method of construction of any roadway, parking, pathway or other surfacing within the RPA, which is to be of a 'no dig'construction method in accordance with the principles of Arboricultural Practice Note 12 "Through the Trees to Development'', and in accordance with current industry best practice; and as appropriate for the type of roadway required in relation to its usage. (vii) Provision for the supervision of ANY works within the root protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure there from to the Local Planning Authority. Reason: To safeguard trees which are visually important in accordance with Policies C9 and D1 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall be implemented in accordance with the scheme of mitigation/enhancement submitted with the application in all respects. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. This condition will be discharged on receipt of a letter from the project ecologist stating that the mitigation has been completed according to the method statement/approved report. Reason: To protect the important species on the site (Great Crested Newts), in accordance with Policy C8 of the South Oxfordshire Local Plan 2011.

A habitat management plan for the new area of grassland shall be submitted to and approved by the local planning authority prior to the occupation of the development. The plan shall include: (i) Description and evaluation of the features to be managed; (ii) Ecological trends and constraints on site that may influence management; (iii) Aims and objectives of management; (iv) Appropriate management options for achieving aims and objectives; (v) Prescriptions for management actions for a 20 year period; (vi) Preparation of a work schedule (including a 5 yr project register, an annual work plan and the means by which the plan will be rolled forward annually); (vii) Personnel responsible for implementation of the plan; (viii) Monitoring and remedial / contingencies measures triggered by monitoring. The plan shall be carried out as approved, unless otherwise approved in writing by the local planning authority. Reason: To make appropriate provision for natural habitat within the approved development and to provide a reliable process for implementation and aftercare in accordance with Policy C6 of the South Oxfordshire Local Plan 2011.
