Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in the application to seek permission for the development and the plan numbers 5891 (Location Plan) and 6114 (Site Plan), plus the Justification Statement (dated February 2010) and Specification for the Tenax GP Flex 1400 grass protection mesh (and installation instructions) and site photographs accompanying such application except as modified by conditions of this permission unless otherwise agreed by the Head of Sustainable Development in writing.
Reason: To ensure the details of the development are carried out in accordance with the application as approved.
That at the expiration of a period ending on the 31st January, 2012, or on completion of the building works for the Children's centre and school extensions (approved under Application R3. 0188/09), whichever is the sooner, the use specified be discontinued and the site shall be restored to pasture.
Reason: In view of the temporary requirements of the development. (Policies: G2, G6, C1 (SOLP))
That no development shall take place until the hedgerow on the western boundary of the site which is to be retained and which is adjacent to or within the development area, has been protected during building operations by means of a protective fence around the base of the hedgerow in accordance with B.S. 5837:2005, and with the written requirements (copy attached) of the Head of Sustainable Development relating to the protection of trees. Furthermore, no works or storing of plant or materials shall be carried out within the fenced area.
Reason: To ensure the protection of the hedgerow and any trees on the land and to preserve the amenities of the locality. (Policies: G2, G6, GB4, C1, C9 (SOLP))
That prior to the commencement of the development, details of the works required for the construction of the site entrance and surface of the car park shall be submitted to and be agreed in writing by the Head of Sustainable Development. Any works agreed shall be implemented prior to building work for the children's centre and school extensions commencing on the school site.
Reason: To ensure that adequate car parking provision is made. (Policies: G2, G6, C1, D1 (SOLP))
Details of the location, height, design, sensors, and luminance of any external lighting (which shall be designed to minimise the potential nuisance of light spillage on adjoining properties and highways), shall be submitted to and approved in writing by the Head of Sustainable Development before any external lighting is used on site. Any scheme that is approved shall be implemented for the life of the site.
Reason: To minimise the nuisance and disturbances to neighbours and the surrounding area and in the interests of highway safety. (Policies: G2, GB4, CF2, C1 (SOLP))
That prior to the commencement of the development, details of a car park management plan for both this site and the school site shall be submitted to and be agreed in writing by the Head of Sustainable Development. Any plan approved shall be implemented for the duration of the children's centre/school extensions development.
Reason: In the interests of highway safety and the amenities of neighbouring residents. (Policies: G2, CF2, C1, D1 (SOLP))
That prior to the commencement of the development, details of any signs to be displayed (both at this site and at the school) to advise of the temporary car parking arrangements shall be submitted to and be agreed in writing by the Head of Sustainable Development. Any signs agreed shall be displayed for the duration of building work on the children's centre and school extensions.
Reason: In the interests of highway safety and the amenities of neighbouring residents. (Policies: CF2, D1 (SOLP))
