Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

The development hereby approved shall be carried out in accordance with the details shown on the submitted plans - BS160/112A, BS160/111, BS160/110A, BS160/104, BS160/103, BS160/102A, BS160/101A, BS160/100A, BS160/090. Reason: To secure the proper planning of the area in accordance with the Development Plan Policies.

Prior to the commencement of development samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the local planning authority. Reason: To safeguard the character of the area in accordance with Policy D1 and CON7 of the South Oxfordshire Local Plan 2011.

Prior to the commencement of development, details of the proposed boundary treatment shall be submitted to and approved in writing by the Local Planning Authority. Such details shall include the quality and design of the boundary treatment. Reason: To safeguard the character of the area and in accordance with policies G2 and CON7 of the South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows and external doors at a scale of 1:20 has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to comply with policies G2 and CON7 of the South Oxfordshire Local Plan.

Prior to the occupation of the dwellings hereby approved, details of domestic waste collection shall be submitted to and approved in writing by the Local Planning Authority. Reason: In the interest of public safety and in accordance with policies G2 and D10 of the adopted South Oxfordshire Local Plan.

No development shall commence within the application area until the applicant, or their agents or successors in title, has secured the implementation of a staged programme of archaeological investigation and mitigation in accordance with a written scheme of investigation that shall first be submitted to and approved by the Local Planning Authority. The programme of work shall include all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation acceptable to the Local Planning Authority. Reason: To ensure the appropriate measures are taken to detect and preserve archaeological remains either in situ or by record in accordance with PPS5 and CON18 of the South Oxfordshire Local Plan.

The measures set out on page 9 of the design statement, which accompanied the application, in respect of sustainable building, shall be implemented in accordance with the statement prior to the first occupation of any unit, unless as may otherwise be agreed in writing by the Local Planning Authority. Reason: To ensure sustainable development in accordance with Policy D8 of the adopted South Oxfordshire Local Plan.

Prior to the first occupation of the development, the parking and turning areas shall be provided in accordance with the approved plan BS160/100A and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. For the avoidance of doubt, the parking spaces shall be designated on an allocated basis to the occupants of the proposed dwellings individually. Reason: In the interests of highway safety and in accordance with Policies T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

Cycle parking facilities shall be provided, in accordance with details to be submitted to and approved in writing by the Local Planning Authority, prior to the commencement of development. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

It is required that a Servicing Area Management Plan is provided to demonstrate that the operation of the proposed servicing area will be carried out in full observance of Highways safety considerations to an acceptable standard to the Local Planning Authority. The Service Management Plan shall be implemented on the site. Reason: In the interest of highway safety and in accordance with Policy T1 and T2 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not commence until surface water drainage works have been carried out in accordance with details submitted that have been submitted to and approved in writing by the Local Planning Authority. Reason: To prevent pollution and flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.
