Conditions / Refusal Reasons
That the development be carried out strictly in accordance with the particulars of the development contained in application R3.0015/10 as shown on plan numbers, 783262/PL/10.01, /10/02, /10.03, /10.04/C, /10.05, /11.01, /11.06/C, /12.01A & /12.02/A accompanying the application except as controlled or modified by conditions of this permission, unless otherwise agreed in writing by the Head of Sustainable Development. Reason:To ensure the details of the development are carried out in accordance with the application as approved.

That development must be begun not later than the expiration of three years beginning with the date hereof. Reason: By virtue of the provisions of Section 91 (1) (a) of the Town and Country Planning Act, 1990.

That samples of the external materials proposd to be used shall be submitted to and approved in writing by the Head of Sustainable Development prior to the commencement of development. Reason: To ensure the materials are compatible with the surrounding development.

No development shall commence until a detailed plan and method statement for the construction of the relocated disabled parking bay, showing no or low excavation construction techniques, has been submitted to the Head of Sustainable Development and approved in writing. Any details that are approved shall be implemented in full. Reason: To ensure that the car parking layout is satisfactory (SEP T1).

No development shall commence until details of cycle parking facilities have been submitted to the Head of Sustainable Development and approved in writing. Any details which are approved shall be fully implemented. Reason: To encourage the use of cycles as a means of transport in accordance with Policy T2 and Appendix 5 (Parking Standards) of the South Oxfordshire Local Plan 2011.

The development shall not be occupied until the parking and turning areas have been provided in accordance with the approved plan Drawing 783262/10.04c and shall be retained unobstructed except for the parking of vehicles at all times. Reason: In the interest of highway safety and in accordance with Policy T1 and T2 and Appendix 5 (Car Parking Standards) of the South Oxfordshire Local Plan 2011.

No works of site clearance, demolition or construction shall take place until the OCC protected species officer has checked the adjacent building, identified in the Ecological Survey Report, for bats. If the roost is in operation and bats are present works shall be undertaken in such a way not to disturb the roost. Reason: To ensure the protection of bats (SEP NRM5)

No works of site clearance, demolition or construction shall take place until the 'Extension at Lydalls Road Nursery Information Sheet for Contractors' has been signed by contractors; and submitted to the Head of Sustainable Development. All works shall be carried out in accordance with the method statement contained within the approved Ecological Survey Report. Reason: To ensure the protection of bats (SEP NRM5).

Before development is commenced, a sustainable drainage scheme shall be implemented in accordance with details which shall have been submitted to and approved in writing by the Head of Sustainable Development. Reason: To prevent the increased risk of surface water flooding (SEP NRM4), SOLP EP6, EP7)
