That, having regard to its size, siting, bulk and scale, the proposed dwelling would be overly cramped in its surroundings, would represent an overdevelopment of its site and would detract from the setting of Sussex House, a building of local note. As such, the new dwelling would be detrimental to the character and visual amenity of the St Marks Road Conservation Area contrary to the requirements of Policies G2, G6, CON7, D1, and H4 of the South Oxfordshire Local Plan 2011.
That, having regard to its size, siting, bulk and scale, the proposed dwelling would materially harm the amenity of the occupants of neighbouring properties, in particular having an unduly overbearing impact on the rear of Sussex House and on No.35 St Andrew's Road, contrary to Policies G2, G6, D4 and H4 of the South Oxfordshire Local Plan 2011.
The proposal would result in the loss of four car parking spaces to Sussex House with no alternative arrangements proposed, whilst the parking spaces within the integral garage of the proposed dwelling are of an insufficient size to be considered usable. Therefore, both Sussex House and the proposed dwelling would have insufficient off-street parking provision and this would likely increase the pressure for on-street parking, causing potential disruption and danger to users of the public highway. Furthermore, it has not been demonstrated that a car will be able to access and egress the site in a forward gear, likely leading to motorists having to reverse onto the highway. This again presents a danger to other users of the public highway. As such, the proposal is detrimental to highway safety and the requirements of Policies D2, H4, T1, T2 and Appendix 5 of the South Oxfordshire Local Plan 2011.
