That, having regard to its design, height, size, bulk and prominent position, the proposed garage would result in an incongruous intrusion into the existing open nature of Radnor Close, which would have an unduly enclosing impact on nearby listed buildings, including Redcliffe House, which would be harmful to their setting. As such, the proposal is contrary to the provisions of the South Oxfordshire Local Plan 2011, in particular Policy CON5 and advice contained in PPS5.
